Why It Matters to Homeowners

A debate over how many resident parking permits a single household should be allowed is playing out at Darlington Borough Council, and it's one worth watching for anyone who owns or is considering buying a property in one of the town's Resident Parking Zones (RPZs). What's Being Proposed

Draft proposals from the council would cap resident parking permits at three per household in new RPZs, with existing households already holding more than three allowed to keep them, provided their permits don't lapse for more than three months at a time.

Green Party councillor Matthew Snedker has pushed back on that figure, calling for the limit to be reduced to two. Speaking at a council meeting, he said: "We need to balance the needs of all residents in a street, not just a household that happens to own a lot of cars. A recurring theme mentioned to me as a ward councillor is fairness. If a household has more than two cars with permits, they are taking an unfair share of the carriageway space. I think there's a strong feeling among residents that three permits would be too much. My recommendation would be to go for a maximum of two permits."

Fellow Green Party councillor Bryony Holroyd backed the proposal, saying: "I would emphatically support having a maximum of two permits. They can park elsewhere if they have more cars."

Why the Council Is Reviewing Permits

The proposals follow a council consultation that found 92 per cent of respondents had experienced parking problems on their street, with residents citing long-stay commuter parking, a shortage of spaces and inconsiderate parking among the recurring complaints.

Under the draft policy, new or expanded RPZs would only be considered in areas facing genuine pressure from non-resident parking, and only where residents have limited off-street parking of their own. Any new zone would need the backing of local ward councillors before an investigation could even begin, followed by a public consultation in which residents would need to support the scheme before it could go ahead. Parking pressure linked purely to school drop-off and pick-up times would not, on its own, qualify an area for a zone.

What This Means for Property Owners

For homeowners, particularly those without a driveway or garage, on-street parking availability is often a quiet but significant factor in day-to-day satisfaction with a property — and increasingly, in resale appeal. A tighter permit limit could ease pressure on residential streets in future RPZs, which may be welcome news for those competing for spaces. Equally, households that rely on multiple vehicles will want to keep an eye on how any final policy is worded, since it could directly affect how many permits they're entitled to going forward.

Darlington currently has 16 resident parking zones, where parking is restricted to permit holders between 8am and 6pm, seven days a week. Anyone buying in or near an existing or prospective zone would do well to factor parking arrangements into their decision, alongside the more familiar considerations of schools, transport and local amenities.
